SAILING INSTRUCTIONS
1. RULES
The regatta will be governed by The Racing Rules of Sailing (RRS), the prescriptions of Yachting New Zealand (YNZ), the rules of the R Class Skiff class and this Notice of Race (except as any of these are changed by the sailing instructions).
The regatta is designated Category B with regard to Appendix G.
Alternate penalties for Infringing a Rule of Part 2.
RRS 44 will apply except that the 720o turn is replaced by a 360o turn. This alters RRS 44.2
2. ENTRIES
Eligible yachts may be entered by completing registration with the organising authority.
The Regatta is open to boats of the R Class Skiff class which have a current and valid measurement certificate in accordance with the 1994 class rules and whose helmsman and crew are members of a Yachting New Zealand affiliated club and a Squadron affiliated to the New Zealand R Class Skiff Squadron.
All those taking part in the contest do so at their own risk. Neither the Organising Authority nor any individuals assisting with the conduct of the contest accept any liability for loss or damage to property arising out of participation in the contest; nor do they accept any responsibility for the seaworthiness or the adequacy or sufficiency of the equipment of a yacht whose entry has been accepted for the contest.
3. NOTICES TO COMPETITORS
Notices will be posted on the official notice board located at the Canterbury Yacht and Motor Boat Club.
4. CHANGES IN SAILING INSTRUCTIONS
Any change to the Sailing Instructions will be posted before 09.30 hrs on the day it will take effect, except that any change in the schedule of races will be posted by 18.00 hrs on the day before it will take effect.
5. SIGNALS MADE ASHORE
Signals made ashore will be displayed at CYMBC.
Flag AP with two sound signals means "The race is postponed". The warning signal will be made not less than 30 minutes after AP is lowered.
When flag Y is displayed ashore, rule 40 applies at all times while afloat. This changes the Part 4 preamble.
6. SCHEDULE OF RACES
Races are scheduled as follows:

7. CLASS FLAG
Class flag will be Code Flag “R”
8. RACING AREA
The racing area will be Lyttelton Harbour, between Parsons Rock and Governors Bay.
9. THE COURSE(S)
The courses to be sailed, including the course designations, the approximate angles between legs, the order in which the Marks are to be passed and the side on which each mark is to be left, are shown in Attachment II (to be published soon).
The course to be sailed will be signalled with a white number on a blackboard displayed on the Race Committee Boat before the warning signal.
If the race committee sets a gate as a mark of a course, boats shall sail between Mark GS and Mark GP from the direction of the last mark and pass mark GS to starboard and GP to port.
The Marks will be as described in Attachment II (to be published soon).
Marks 1, 2 and 3 will be Orange, Triangular inflatable.
Marks GS and GP will be Yellow, Spherical.
New marks, as provided in instruction 12, will be Orange, Spherical.
The starting and finishing marks will be Green, Spherical.
A race committee boat signalling a change of course is a mark as provided in instruction 12.2.
11. THE START
Races will be started using the following system. This alters RRS 26 and 30.

The starting line will between a staff displaying an orange flag or shape on the race committee boat at the starboard end and the course side of the port end starting mark.
- A boat shall not start later than 15 minutes after her starting signal.
12. CHANGE OF COURSE AFTER THE START
A change of course after the start will be made in accordance with RRS 33, except that flag "C" and a red flag, will indicate that the course to the new mark is to port, or with a green flag to indicate that the course to the new mark is to starboard, of the course to the original mark. This alters RRS 33. The race committee boat displaying the signal will make sound signals periodically. The change will be signalled before the leading yacht has begun the leg, although the new mark may not yet be in position.
boats shall pass between the race committee boat signalling the change of course and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1.
When in a subsequent change of course, a new mark is replaced, it will be replaced with an original mark..
13. THE FINISH
The finishing line will be between a staff displaying an orange flag or shape on a race committee boat and the course side of the starboard end finishing mark.
14. TIME LIMIT
The time limit for the first boat when courses A and B are used will be 2 hours. Boats failing to finish within 30 minutes after the first boat finishes in the race will be scored "Did not Finish".
The time limit for the first boat when course C is used will be 3 hours. Boats failing to finish within 45 minutes after the first boat finishes in the race will be scored "Did not Finish".
This changes rule 35.
15 ALTERNATIVE PENALTY
RRS 44 applies, except that, in variation of RRS 44.2, after getting well clear of other boats as soon after the incident as possible, a boat takes a Turn Penalty by promptly making a 360o turn, including one tack and one gybe. When a boat takes the penalty at or near the finishing line, she shall return completely to the course side of the line before finishing.
16. SCORING
Six races are scheduled of which five races must be completed to constitute a series, with all races being counted for total points.
Points are awarded according to the formula 400/(N+3) where N is the official finishing position of a yacht.
Yachts disqualified or not competing in any one race (DNC, OCS, RET, DSQ) shall receive no points for that race and shall not be given a finishing position.
Competing yachts that fail to finish (DNS, DNF) in any one race shall receive half of the average points these boats would have received had they all finished.
Ties will be broken in accordance with RRS A2.3.
17. PROTESTS
Protest forms are available from the race office. Protests and requests for redress shall be delivered there before the end of the protest time which begins 30 minutes and finishes 60 minutes after the time of the last boat's finish in the last race of the day. Protest time limits will be posted.
Protests will be heard in approximately the order of receipt as soon as possible.
Protest notices will be posted within 30 minutes of the protest time limit to inform competitors where and when there is a hearing in which they are parties to a protest or named as witnesses.
No protest concerning measurement, scantling or eligibility shall be lodged unless received within the protest time for Race 1 except where:
The Protest Committee has reason to extend this time limit. pursuant to RRS 61.3
Such protest relates to any unauthorised alteration made to a yacht or its equipment subsequent to Race 1.
The restrictions of this clause,17.4, do not apply to any measurement protest by an official class measurer.
On the last day of the regatta a request for reopening a hearing shall be delivered
- within the protest time when the party was informed of the decision on the previous day;
- no later than 30 minutes after the party was informed of the decision on that day.
This changes RRS 66
18. RETIRING
Yachts retiring shall advise the committee boat or an official at the specified shore base as soon as possible when retiring from a race
